The idea is to arrive at their global warming numbers, one might suspect. As they do not explain themselves in a coherent manner what else might one think? They also, more clearly, or transparently if you like, have a way to avoid difficult questions from inquisitive members of the public. FOI requests just do not get you anywhere.
