This is a deep underwater telescope, designed to observe neutrinos. It is submerged to a depth of 2500 to 4300 feet. It seems water is thought to be an effective medium to detect neutrinos. Time will tell. The US, on the other hand, has the Ice Cube, a neutrino observatory under Antarctic ice. The Russian telescope involved scientists from other countries, besides Russia. These were the Czech Republic, Germany, Poland and Slovakia.
